| Group Training: - a pathway into employment and training for Indigenous Australians |

In 2000, the Ministers for Vocational Education and Training agreed to a national strategy for improving outcomes in vocational education and training for Indigenous Australians.
Partners in a Learning Culture, the national strategy for Indigenous people, is supported by a blueprint for implementation for the period 2000-2005. Ministers also agreed to establish the Australian Indigenous Training Advisory Council (AITAC) to oversee the implementation of the blueprint and monitor its progress. With nearly 25% of all Indigenous Australian Apprentices employed through group training arrangements, it was apparent that Group Training Organisations were an important means by which Indigenous Australians could increase their access to employment and training opportunities. As a result, in July 2001, ANTA commissioned GTA to undertake a project to identify and document examples of best practice in the employment of Indigenous people through group training arrangements. In July 2002, GTA published Partners in a Learning Culture: A Best Practice Guide for Employing Indigenous Australians through Group Training Arrangements which has since been widely distributed both within the vocational education and training sector and to industry. It is an inspiring account of the achievements of a number of GTOs and the Indigenous people who have been assisted by them. The guide identifies a number of features of best practice which alone, or in combination, seem to be central to a successful program. One of the key conclusions of the study is that there is no one model of best practice for employing Indigenous people; rather there is a variety of interesting and creative approaches. GTA hopes that the stories and ideas contained in the best practice guide will inspire others to use this learning and follow the example of those who have shown how it can be done.
