What is the Australian Apprenticeship Access Programme?

The Australian Apprenticeship Access Programme (Access) provides disadvantaged job seekers with pre-vocational training to help them obtain and successfully participate in an Australian Apprenticeship or Traineeship.

ACCESS Providers offer a wide range of accredited training to prepare participants for placement into Australian Apprenticeships and Traineeships and ACCESS courses are designed to give participants ongoing support throughout training, job search and job placement periods.

Who is ACCESS for?

The Australian Apprenticeship Access Programme (ACCESS) has eligibility criteria for all applicants. Those who may be eligible include:

  • Under 25 years of age and has not finished year 12
  • ‘At risk’ year 12 school-leaver (completed year 12 but at risk of long term unemployment due to a lack of skills base and work experience)
  • Mature age job seeker (45 years of age and over)
  • Those eligible for Intensive Support Assistance
  • Australian Born South Sea Islander
  • Indigenous Australian
  • Sole parent in receipt of PPS
  • Person with a disability or disabilities
  • Registered as unemployed for more than one year
  • Completed DEST funded language, literacy and numeracy programme (LLNP)
  • Those who have participated in Work for the dole
  • Self disclosed ex – offender
  • Homeless person


What organisations can be involved in ACCESS?

In order to be eligible to run ACCESS programmes through GTA Ltd’s brokerage organisations must be able to prove a track record in assisting disadvantaged job seekers into Australian Apprenticeships. Organisations will need a strong network of employer contacts and will also need experience in assessing participant needs and working with participants to achieve an employment outcome.

The training component of ACCESS must be delivered by a Registered Training Organisation with the appropriate scope of registration.

ACCESS courses are a minimum 150 hrs face to face training
Work experience job training component cannot be great that 25% of the face to face training hours.

Course content can be tailored to your industry needs as long as the units of competence are nationally accredited.

Courses can incorporate industry specific modules or they can be generic modules aimed at job skilling for a wide range of apprenticeships and traineeships
Ideal participant numbers are 10 to 15

The DEST AIMS system is the system that all ACCESS course information and participant information is entered into.

Centrelink can now refer directly to AIMS. This does not mean you have to accept these referrals. Participant selection is entirely up to the ACCESS provider.


Payments

Commencement - $1000 per participant

Outcome after 13 weeks in an Australian apprenticeship or traineeship
Aust App out come $3000 with a possible $1000 bonus for skill shortage outcome – after 13 weeks in a new app or traineeship (excluding GST)

Full Time employment - $900 (excluding GST)

Part time employment or further education $500 (excluding GST)


How to apply for funding to deliver the Australian App
renticeship Access Programme?

  1. An ACCESS application form can be downloaded here

  2. Forward the completed application will all required supporting documents by mail to, Group Training Australia, GPO Box 7051 Sydney 2001.

Applications must be received by Group Training Australia at least 8 weeks prior to the proposed ACCESS start date. Contact Jodie Innes on 02 9299 6099 if this is not possible.

A separate application with ALL supporting documentation must be completed from each proposed programme.


Insurances

Applications will not be approved unless all the required insurance coverage can be verified. The required insurances are as follows:

  • workers’ compensation insurance for an amount required by the relevant State or Territory legislation

  • public liability insurance (i.e. insurance that covers a Access Provider’s liability arising out of negligent acts or omissions that cause personal injury to other people or damage to the property of another person or organisation) for an amount of not less than $10,000,000 (ten million dollars).

  • professional indemnity insurance for an amount of not less than $1,000,000 (one million dollars).

  • temporary and permanent injury and death cover for $100,000 (one hundred thousand dollars) to cover each Participant
